Remarks by the spokesman of the Chinese Embassy in Iran on the draft resolution for establishing and improving a legal framework and enforcement mechanism for safeguarding national security in Hong Kong SAR, which will be Deliberated in the third session of the 13th National People's Congress(NPC) of China

On 21st May, 2020, the presidium of the third session of the 13th National People's Congress(NPC) of China has just made a decision to include Hong Kong SAR national security legislation in the agenda of the upcoming session. Deliberation will begin after the session opens on 22nd May. The spokesman of the Chinese Embassy in Iran has the following remarks:

The spokesman of the NPC of China has introduced the relevant legislative issues at the first time. National security is the bedrock underpinning the stability of the country, safeguarding national security serves the fundamental interest of all Chinese, our Hong Kong Compatriots included. The fourth plenary of the 19th Central Committee of the Communist Party of China clearly required establishing and improving a legal framework and enforcement mechanism for safeguarding national security in Hong Kong SAR. The HongKong SAR is a inseparable part of the People's Republic of China, and the NPC is the highest organ of state power. In light of the new circumstances and need, the NPC is exercising the power enshrined in the constitution, to establish and improve at a state level a legal framework and enforcement mechanism for safeguarding national security in HongKong SAR, and to uphold and improve the institutional framework of "One country,Two systems". This is highly necessary.

I would like to emphasize again that safeguarding national security is the core principle and the very foundation of "one country, two systems". Without "one country", "two systems" will no longer exist. The Hong Kong SAR is a local administrative region directly under the Central Government of the People's Republic of China. The issue of the Hong Kong SAR 's national security legislation is purely China 's internal affairs and is not subject to any foreign interference.
